yes, some guaranteed resources in the first system would probably be good.
i did have raw chemicals in my starting sector and in one or two others in the first system.
i was not so fortunate on ICE though. i had to buy most of mine from other ships.
toward the end of the first system i was getting very worried about water. i only had 14 waters left and no ice.
i got lucky and when i jumped to the second system there was a ship in the first sector that sold some water. i messed something up and had to reload and jump to the system again, and this time the ship had water and 20 ice 
makes me wonder if you can load a few times and get different things to buy from ships when they enter a sector and you enter their sector.
